Board Approves Domestic Well Mitigation Program Revolving Fund Policy

The North Kings GSA Board of Directors approved the Domestic Well Mitigation Program Revolving Fund Policy at the March 27, 2025 board meeting. The policy describes how the North Kings GSA will financially manage the Mitigation Program and build a reserve of at least three years of average program expenses, or $3 million, whichever is less, to administer the program.

The funds will be used to administer the program and financially support eligible well owners whose domestic wells go dry due to declining groundwater levels. The Mitigation Program not only supports well users impacted by lowering groundwater levels, but also helps the GSA comply with the Sustainable Groundwater Management Act (SGMA) requirements by addressing one of the Department of Water Resources’ corrective actions for the Groundwater Sustainability Plan (GSP).

Implementing the Mitigation Program is a pivotal part of continuing locally led groundwater management efforts, as it is a requirement to maintain a State-approved GSP.
