FOR IMMEDIATE RELEASE
FRESNO, CA — The North Kings Groundwater Sustainability Agency (GSA) well registration deadline is approaching on Sunday, November 30. While well owners have until the end of day on November 30 to complete registration, the last day to receive help and support from the agency is Wednesday, November 26 due to the Thanksgiving holiday.
Hear from North Kings GSA Executive Officer, Kassy Chauhan:
The North Kings GSA encourages well owners not to wait until the deadline if assistance is needed. Those who have registered on their own report that the online registration platform, Subcurrent, is straightforward and simple, and have been able to navigate the process without assistance. Registration support is available if people get stuck along the way. More than 4,500 wells have been registered, including more than 2,200 domestic wells and 1,669 agricultural wells.
Registration support is available if people get stuck along the way. The last chance to receive support is Wednesday, November 26 by 5:00 PM.
Well registration is required for all well owners — including domestic, agricultural, and industrial — within the North Kings GSA boundary as of May 1, 2025. Unregistered wells are subject to a $100 penalty fee per well.

Throughout the registration period, North Kings GSA has held four public workshops, attended two grower events including the Grape, Nut and Tree Fruit Expo, mailed notices to over 13,000 parcels within its boundary, and partnered with several industry groups to help provide one-on-one support and get the word out about registration.
Some of the most common questions have come from domestic well owners concerned about metering and water restrictions on their wells. North Kings GSA continues to address these concerns to clarify that the North Kings GSA does not plan to meter or restrict domestic well pumping. The Sustainable Groundwater Management Act (SGMA) is designed to protect “de minimis” groundwater pumpers — those who pump less than approximately 2 acre-feet of water per year. Under SGMA de minimis pumpers are excluded from metering requirements, and the North Kings GSA acts as a resource as it brings about sustainable groundwater conditions to prevent wells from going dry.
The registry also helps the GSA understand who might be impacted by groundwater level decline to provide resources and communicate more effectively to those with dry wells.

The North Kings Groundwater Sustainability Agency (GSA) is a Joint Powers Authority formed in December 2016 through adoption of a Joint Powers Agreement by the following public agencies: Fresno Irrigation District, the County of Fresno, the City of Fresno, the City of Clovis, the City of Kerman, Biola Community Services District, Garfield Water District, and International Water District. Following adoption, these founding members approved membership of Bakman Water Company and the Fresno Metropolitan Flood Control District through separate binding agreements. You can find out more about North Kings GSA at northkingsgsa.org/about.
North Kings GSA is one of seven GSAs located in the Kings Subbasin. The Kings Subbasin GSAs have developed GSPs as a unified effort and operate under a Coordination Agreement to achieve groundwater sustainability together by 2040 under SGMA.
