Recognizing the Water Professionals Behind the North Kings GSA #CAWaterWeek
This week, we’re highlighting some of the incredible individuals whose expertise, dedication, and hard work drive the North Kings Groundwater Sustainability Agency (GSA) forward. Their efforts are essential in protecting and managing our groundwater resources.
Kassy Chauhan
As the Executive Officer, Kassy leads the North Kings GSA with vision and commitment. She oversees the agency’s operations and ensures the successful implementation of the Groundwater Sustainability Plan (GSP). Kassy builds strong relationships with stakeholders, communicates complex information in clear, approachable ways, and keeps the GSA moving toward its long-term sustainability goals.

Adam Claes
Adam serves as Vice Chair of the Advisory Committee and Chair of the Technical Work Group. He plays a key role in reviewing draft policies and reports with member agencies before they are presented to the Advisory Committee and ultimately to the Board of Directors. His work helps shape the policies that bring the GSA’s GSP to life and directly impact stakeholders.
Chris Lundeen
Chris is an Engineering Technician at Fresno Irrigation District and manages the GSA’s remote groundwater well monitoring network. He monitors network wells on a semi-annual basis and provides critical data to the North Kings GSA. Thanks to professionals like Chris, the GSA is filling data gaps required by the State to implement the Sustainable Groundwater Management Act (SGMA) and reach sustainability by 2040.

DeAnn Hailey-Stork
DeAnn serves as the Fiscal Agent for the North Kings GSA, safeguarding the agency’s financial health. She ensures the GSA remains in good financial standing by monitoring the budget, planning for future needs, and making adjustments as required. Her careful management allows the GSA to operate effectively and responsibly.
Laurie Sales
As a Senior Project Administrator at Provost & Pritchard, Laurie transforms technical work into clear, polished, and professional reports. She organizes complex data, creates graphics and figures, and edits and publishes critical GSA documents — including the nearly 1,000-page GSP submitted earlier this year. Laurie ensures every report is clear, cohesive, and delivered on time.

Owen Kubit
Owen is a Water Resources Engineer at Provost & Pritchard and a consultant to the North Kings GSA. He helps keep the GSP up to date, submitting updates to the Department of Water Resources and preparing annual water budget updates. Owen also plays a key role in implementing the Domestic Well Mitigation Program, supporting the GSA’s commitment to sustainable groundwater management.
Shay Overton
Shay, a Hydrogeologist at Provost & Pritchard, develops and refines groundwater data monitoring networks essential to the GSA’s planning. He analyzes groundwater flow conditions, tracks changes in storage capacity, and contributes to the detailed annual reports that inform stakeholders. Shay’s work supports the North Kings GSA and the entire Kings Subbasin in meeting SGMA requirements.

Amanda De Anda
Amanda De Anda plays a vital role as Outreach Specialist for the North Kings GSA, helping bridge the gap between technical groundwater management work and the community it serves. She develops clear, engaging materials that keep landowners, water users, and community members informed about important updates on groundwater sustainability.
